A delegation of ulema, relief workers and journalists travelling on board an aid mission to Pakistan with the Al Imdaad Foundation met the Federal Minister of Education in Islamabad on Monday evening. According to VOC News senior journalist and Drivetime presenter, Shafiq Morton, who is a member of the delegation, Qumar Kaira, describing the floods as “the worst in the known history of the region. He said the disaster was a calamity and an opportunity.”

“The calamity was that Pakistan's food basket, its agricultural hub, had been totally wiped out. Bridges, irrigation channels, crops, orchards and whole villages had simply disappeared. An estimated 20 million people were homeless and currently reliant on aid.” “The opportunity was to rebuild. And to this effect the government would start by giving each family 20,000 rupees (1,200 US dollars). He added that the government had a disbursement plan that would be tracked on a website. Donors would be able to see where their money went,” Morton reported. “Recovery would be in two phases: registration and rehabilitation. An official from the Agriculture Ministry said donors had to understand they were dealing with a rural population whose most urgent needs were money to buy seed and fertiliser to begin planting crops. To this effect a once-off flood tax would be implemented by the state.”
